Pilot projects on vocational education export to be launched

Pilot projects experimenting with the export of vocational education and training (VET) will be launched in the beginning of 2017. The National Board of Education has granted 11 education providers permission to carry out the pilots.

The pilot projects deal with the export of competence-based qualifications. Vocational qualifications, further vocational qualifications and specialist vocational qualifications can be completed as competence-based qualifications.

An act enabling pilot projects on education export entered into force on 1 August 2016. In the pilot projects, deviations from the qualification criteria and the language requirements or other requirements arising from the Finnish legislation determined in the criteria are possible.

The education providers selected to carry out the pilot projects aim to sell vocational education and training to 20 countries outside the EU and the EEA.

All in all, the education providers involved in the pilots wish to try out the export of 18 vocational qualifications, 35 further vocational qualifications and 15 specialist vocational qualifications. The education providers may sell either complete qualifications or parts of them.

The pilot projects will produce information on what kinds of obstacles to education export exist in upper secondary education and how they should be removed. The goal of the Finnish Government is to remove obstacles to education export in all levels of education.
